shares rise ~1.18% to $67.57 premarket
    ** Barclays upgrades SYF to "overweight" from an "equal
weight" rating
    ** Brokerage says risk from late fee cap rule seems to be in
the rear-view window
    ** Barclays raises PT to $79 from $59, a ~21.1% upside to
the stock's last close
    ** Sixteen of 22 brokerages rate the stock "buy" or higher
and six "hold"; their median PT is $76 - LSEG data
    ** As of last close, stock up ~2.7% YTD
